The A505 Nightingale Road is closed both ways between Dacre Road and the B656 Walsworth Road due to electricity works being carried out.
It is causing "heavy delays" in the area, Hertfordshire Highways has warned, particularly along Cambridge Road and Walsworth Road.
Drivers are advised to avoid the area if possible.
