A Stevenage High Street Business could be turned into a flat after plans were submitted to the borough council.
Applicant Mr Anthony Brett is seeking to turn 109 High Street into a one bedroom flat, as well creating a two storey residential extension to the adjacent courtyard.
The premises is currently occupied by Stevenage Osteopathic Clinic.
Documents submitted alongside the application state that the site is currently vacant, a claim rebuffed by clinic owner Maria Costello.
Commenting on the application, Ms Costello said: "I need to advise you that, contrary to the information on the website application regarding current use (which states that the premises is vacant), I have not vacated the premises and am very much still trying to operate from the premises.
She added: "The work in the courtyard adjacent to my building commenced, without any notification to me, at the beginning of October and times has been extremely disruptive to my business."

Ms Costello noted that her lease does not expire until March.
The plans are currently open to the public for a consultation, which expires on November 22.
