Plans to change the use of a four-bedroom house in Stevenage to a children's home have been submitted to the local authority.
The proposal is for a house in Symonds Green to become a children's home for up to five people aged seven to 16.
A supporting statement accompanying the application submitted to Stevenage Borough Council says: "The proposed children’s home seeks to replicate, as closely as possible, a normal family environment.
"This type of provision, which government policy is promoting, is to help children who, through no fault of their own, have not had good parenting in their early years."
The applicant, Brighter Stays Supported Living, says it "works with young people who are working towards independence, and who are supported by on-premises staff, who replicate the family unit.
"Staff will comprise of a lead carer working during the day and supported by part-time staff who will work on a shift basis.
"Impact from noise on adjacent residents will be no different to a residential family unit."
