Planning permission is being sought to demolish a care home in Stevenage and build 15 flats in its place.
A planning application has been submitted to Stevenage Borough Council to build 11 one-bedroom flats and four two-bedroom flats in Pound Avenue, replacing a care home.
The proposed development includes five parking spaces - less than the national guidance of at least eight for a development of this size.
The Design and Access Statement accompanying the planning application says: "Stevenage Old Town is less than two minutes’ walk away, and the town centre is less than 10 minutes.
"We have provided the maximum amount of spaces which we can fit on the site, which is five, otherwise the scheme would not be financially viable and would turn most of the site into a car park.
"Due to the central location, we believe that there is no reason why this could not be a parking free development if we wanted, and feel the provision of five spaces as being more than adequate."
It continues: "The redevelopment will provide social and economic benefits.
"Re-utilising a brownfield site is better for the environment, and avoids the need to develop on new plots, reducing the effect of urban sprawl.
"Any proposal would contribute towards economic growth, including job creation during the construction phase."
