A private developer is hoping to buy and then demolish three council-owned garages, to make way for a three-bedroom house in Stevenage.
The plans for Bedwell Crescent - between numbers 184 and 186 - have been submitted to Stevenage Borough Council and explain that the proposed new house "has been designed to reflect the scale and appearance of the adjacent houses, forming four similar properties in a row".
The proposed development includes a driveway for three cars and a large rear garden.
The land and garages at the front of the site, which are all currently let, will need to be bought from the council for the development to go ahead.
The council has confirmed that there have been "negotiations with the applicant, but no agreement has been reached".
