More than 13 sacks containing mostly household waste were found dumped near Wallington.
A spokesperson for North Herts Council said: "Most of this waste was plastic and cans, which could have been recycled.
"If you decide to employ someone other than the council to dispose of your waste, please check that they are a licensed waste collector. Obtain a waste transfer note or receipt and follow the SCRAP code.
"We treat fly-tipping very seriously and will prosecute anyone caught.
"Fly-tipping is the term used to describe waste illegally dumped on land. This can range from a single black rubbish bag to multiple loads of construction waste."
